PPP/C launches 2006 Elections Manifesto

 

The People’s Progressive Party/Civic (PPP/C) will work hard to implement the programmes in its 2006 Elections manifesto which is says is realistic and contain plans that are achievable.

The manifesto was presented to a large audience at the Umana Yana, Georgetown this evening.

Presidential Candidate and incumbent President Bharrat Jagdeo said the plan is a compilation of programmes and policies that would lead to the accomplishment of a particular vision.

“This is a vision of a country where no Guyanese will be imprisoned by poverty, and every Guyanese will have the opportunity to develop into a proud citizen. A vision where every Guyanese have access to the best quality of education and health care, where people own their home and access amenities comparable to that of developed countries,” he explained.

He added that the plan of the PPP/C government is to ensure security of all Guyanese and the building of a productive and robust economy.

Mr. Jagdeo stressed that whatever is in the manifesto can be accomplished accomplishable because they have been given great consideration.

He said it was a difficult task to produce the manifesto since almost in each aspect of the plans there are detailed sectoral development plans available.

PPP/C Candidate Navin Chandarpal explained that the manifesto has six main sections: promoting growth, employment and social welfare; strengthening human resource for development; investing in people to improve social welfare; accountable and inclusive governance; security and public safety and international co-operation.

Promoting growth, employment and social welfare

The principal objective in this area is to promote higher and sustainable levels of investment and economic growth, create jobs, and maintain and improve social welfare. The key elements of this policy agenda will include m aintaining a stable and favourable macroeconomic environment and improving the institutional and regulatory environment.

Strengthening human resource for development

To facilitate growth and investment, the PPP/C will continue to invest in human resource development. Specifically, programmes will be implemented to improve access to, and quality of education.

There will be more training, including special skills programmes, at all levels. The private sector will be involved in curriculum development to ensure proper matching of skills with industry requirements.

Investing in our people to improve social welfare

Access to quality health care will be a priority in this area.

The PPP/C believes that society thrives because people, regardless of race, age, or where they live, enjoy healthy, fulfilling lives at home, in schools, at work and in their communities.

Accountable and inclusive governance

The PPP/C will continue to build on its solid track record of strengthening accountability, transparency and good governance by, i mplementing fiduciary oversight reforms that will give greater oversight responsibilities to Parliament to monitor executive programmes.

It will reform and strengthen the Integrity Commission and strengthen the Office of the Auditor General to carry out their functions independently. It will also work with Parliament to establish the procurement commission, as mandated by the 2001 Constitution.

GECOM will also be strengthened to effectively carry out its functions

Security and public safety

Over the next five years, the PPP/C will institute radical changes in the criminal justice system and the bodies mandated to uphold law and order in which all citizens in their communities, interest groups, and non-governmental bodies will play a more active participatory role in promoting safer neighbourhoods and a more law abiding society.

It intends to reform the criminal justice system to enhance its efficiency and to hold it accountable for results.

International co-operation

The PPP/C believes that Guyana’s growth must therefore be export-oriented, given the smallness of its domestic market. It will therefore, to work with bilateral and multilateral partners to create a friendly and robust environment for Guyana’s exports.

Guyana’s foreign policy would be driven by economic diplomacy, maintaining peace on its borders, improving Guyana’s international image, and entering into favourable trade and economic agreements that will further support economic growth agenda.

In reflecting on the achievement of the PPP/C government over the years, Prime Ministerial candidate Samuel Hinds noted that the external debt, lending rates and inflation rates have been reduced significantly.

He said the country has grown with improvement of the economy leading to creation of more opportunities for Guyanese.

The PPP/C candidate urged all supporters to read the manifesto and so that they can support the party and its vision for the development of Guyana.

PPP/C candidate Donald Ramotar also spoke at the event. Founding member of the PPP Janet Jagan was also present at the launching.
